Why the industry ended up on palm
Surfactant tails need a specific chain length to work well. Palm kernel and coconut oil deliver exactly that range at industrial volume and low cost, which is why lauryl chemistry became the default across dish, laundry and personal care.
The consequence is a concentration risk. A formulation portfolio built on lauryl derivatives inherits the price behaviour, the geography and the reputational profile of a single tropical crop.
What counts as palm-free
A palm-free claim has to cover the whole derivative tree, not just the crude oil. Palm oil and palm kernel oil are processed into fatty alcohols, fatty acid methyl esters and glycerol, and any of those intermediates can end up in a surfactant, a co-surfactant or an emulsifier without the word "palm" appearing anywhere near the finished product name.
This is why a "no palm oil" claim that ignores palm kernel derivatives is misleading in practice, even when it is technically true. Palm kernel oil is chemically distinct from palm oil, it comes from the seed rather than the fruit pulp, and it supplies the same C12 to C14 lauric range that makes coconut oil so useful in surfactant manufacture. A supplier can honestly state its product contains no palm oil while the fatty alcohol behind it is palm-kernel derived.
A defensible palm-free claim therefore needs to state explicitly that the raw material chain contains no palm oil and no palm kernel oil derivatives, and it needs to be traceable to the actual feedstock rather than resting on the name of the finished chemical alone.
The EU Deforestation Regulation
Regulation (EU) 2023/1115, the EU Deforestation Regulation, brings palm oil and its derivatives into scope as one of the seven covered commodities, alongside cocoa, coffee, cattle, rubber, soy and wood. Operators placing covered products on the EU market, and traders further down the chain, must file a due diligence statement confirming the product is deforestation-free and legally produced in the country of origin.
The due diligence obligation includes geolocation data for the plots of land where the relevant commodity was produced, a risk assessment, and risk-mitigation measures where risk is identified. Obligations differ for operators, who place products on the market for the first time, and traders, who move already-placed products through the supply chain.

The certification landscape
RSPO certification operates on four supply-chain models that prove very different things. Identity Preserved keeps certified palm oil from a single named source separate all the way through the chain, giving full traceability but at the highest cost. Segregated keeps certified palm oil physically separate from uncertified material but mixes multiple certified sources, so the origin plantation is not traceable, only the certification status.
Mass Balance allows certified and uncertified material to mix physically, with the certified volume tracked administratively rather than physically, so the oil in a given batch is not necessarily the certified oil on paper. Book and Claim is a credit system: a buyer purchases certificates supporting certified production elsewhere in the market without any physical link between the credited oil and the product bought.
None of the four models makes a product palm-free. They describe how responsibly the palm oil in the product was sourced, which is a materially different claim from the absence of palm oil, and the two should never be presented as interchangeable.

Formulators choosing a palm-free route are usually trading between chain-length match, feedstock geography and food-crop competition. The audit trail a buyer needs
A palm-free claim is only as strong as the documentation behind it. At minimum, a buyer should expect a written declaration that names the raw material and confirms the absence of palm oil and palm kernel oil derivatives, a certificate of analysis for the batch supplied, and a statement of the feedstock’s country or region of origin.
For any product placed on the EU market that could plausibly touch the seven EUDR commodities anywhere in its supply chain, a current due diligence statement or a clear explanation of why the product falls outside scope should also be available on request. Buyers building their own downstream claims should keep this documentation on file, because a palm-free claim made about a finished product is only as reliable as the weakest link in the chain behind it.
How to verify a palm-free claim
Most palm-free claims are made in good faith but stated imprecisely. The checks below separate a documented claim from a marketing statement.
- Does the declaration explicitly exclude palm kernel oil derivatives, not only palm oil itself?
- Is the supply chain mapped back to the actual raw material, or does the claim rest only on the name of the finished chemical?
- If any certification is quoted, is it Identity Preserved, Segregated, Mass Balance or Book and Claim, and does the buyer understand what each does and does not prove?
- Is an EUDR due diligence statement available for any component that could be covered, and has its application date been checked against the current official source?
- Does the fatty-acid distribution reported on the certificate of analysis match what would be expected from the declared feedstock, as a plausibility check against a mislabelled or blended source?
- Is the country or region of origin stated for the actual feedstock, not just the country where the finished surfactant was manufactured?
The European feedstock alternative

Most conversions start with a single high-volume position rather than the whole portfolio. Replace the incumbent amine oxide at equal active content, verify foam, viscosity and stability, then test a reduced dose to capture the CMC advantage.
Environmental data is stated per grade: NEXOVANT F Eco meets the ready-biodegradability criterion (74.7 % ThCO₂ in 28 days, OECD 301B, GLP), while F Pro is under final assessment. Aquatic toxicity is reported as registered EC50 values under OECD 201 (algae, 72 h) and OECD 202 (Daphnia magna, 48 h) rather than as a multiplier, and the CLP classification is stated per grade.

Is RSPO-certified palm oil good enough?
Certification reduces risk, it does not remove the dependency, the audit cost or the long supply chain, and it does not make a product palm-free. RSPO certifies how the palm oil in a product was sourced, at one of four tiers (Identity Preserved, Segregated, Mass Balance, Book and Claim), each proving a different level of physical traceability. A European feedstock removes the exposure entirely.
What is the difference between palm oil and palm kernel oil?
Palm oil comes from the fruit pulp and is rich in C16 to C18 chains, similar to many vegetable oils.
